What are the key requirements to detect safe batteries for LEVs? Manufacturers, retailer and shops do have the responsibility for safe vehicles with safe energy components. Also insurances have to take the potential risks from batteries in vehicles into account. What is the status of standardization for batteries in LEVs and other vehicles today and what will be expected in the future?
How does the qualification and certification process work and how is a safe battery marked and equipped with the accompanied documents?
Dipl.-Ing. Stephan Scheuer is the president and a founding member of the BATSO e.V. that was founded in 2011. It’s main task is to foster standardization and safety of energy storage applications internationally. He is also member of various national and international standardization committees at DIN, DKE, CENELEC, IEC, ISO and the working group product tests of the German BDI. Furthermore, since 1993 he is working in various positions and tasks for TÜV Rheinland. Today, he is the Head of Quality testing at TÜV Rheinland LGA Products and jointly responsible for the operation of the battery test lab.
"Real risks can arise from Li-ION battery packs as fire and explosions, that is why requirements and standards for safe batteries in LEVs are needed (e.g. protection for overcharge, external short circuits, mechanical safety for crush, shock and dropping, climate temperature and humidity stability and safe quality of battery series). They can be managed by independent quality and safety tests. Currently standardizations as "Electrically propelled mopeds and motorcycles - Specifications and safety requirements for lithium-ion traction battery systems" (ISO/CD 18243) and "Secondary lithium batteries for LEV (Light Electric Vehicle) applications" (Cenelec) are being developed and are expected for the end of 2015. Besides the "Manual for Evaluation of Energy Systems for Light Electric Vehicles (LEV) - Secondary Lithium Batteries" (BATSO 01:2013-10) is valid and in operation. Standards with battery requirements are essential for a global and mature safety level. The five important steps to reach this goal is a standardization for battery testing, initial factory inspections, certification by a certification body (independent testing), annual factory inspections (factory quality and specific safety requirements) and market surveillance."
