On October 17, 2013 the Battery Safety Organization (BATSO) elected a new Board of Directors at the General Member Meeting in Kreuth at Tegernsee, Germany. About the new Board.
The General meeting took place in a public part for all interested parties and the non official part with the election of the new board. In the public part Ralf Knapp (Secretary General technical committee BATSO eV), introduced a new version of the BATSO 01 standard for battery applications in LEVs.

Following the public part, the new board was elected in the non-public part. The attending members voted Dipl.-Ing. Stephan Scheuer (TÜV Rheinland) as president, Dr. Mo-Hua Yang (HiTech Energy) as vice president, Hannes Neupert (ExtraEnergy e.V.) as treasurer and Stefan Kischka (TÜV Rheinland) as cash auditor.
About the New Board of Directors
The new president of the BATSO e.V. Dipl.-Ing. Stephan Scheuer is a founding member of the association which was founded in 2011. His personal goal is to bring the international standardization and the labeling of the safety of energy storage applications forward.
Since 1993 he is working in various positions and tasks for TÜV Rheinland. Stephan Scheuer is member of various national and international standardization committees at DIN, DKE, CENELEC, IEC, ISO and the working group product tests of the German BDI. Today, he is the Head of Quality testing at TÜV Rheinland LGA Products with laboratory facilities in Cologne and Nuremberg, and there also partly responsible for the operation of the battery test lab.
"I want to follow up the successes achieved in the practical standardization of energy storage for Light Electric Vehicles (LEVs). This includes the alignment of further activities towards more commercial applications in safe operation of batteries. Creation of value like the identification of international transparency of safe battery storages for manufacturers and users is one big issue”, is Stephan Scheuer describing his declared goals as new president of the BATSO e.V. “I look forward to working with the new board members Dr. Mo-Hua Yang of HiTech Energy and Hannes Neupert of the ExtraEnergy association.”
As development director of the chemical laboratory of ITRI (Industrial Technology Research Institute), the new vice president Dr. Mo-Hua Yang is involved in the lithium battery chemistry since the mid-90s. He is also the leading developer of the BATSO test, one of the founding members of the BATSO e.V. and CEO of HiTech Energy, a battery pack manufacturer for Light Electric Vehicles (LEVs).
Eleven years ago, Hannes Neupert, the new treasurer of the BATSO e.V., and ITRI started the BATSO project. “The battery market is growing rapidly. Since ITRI and ExtraEnergy e.V. started the BATSO project, already eleven years have passed. Since then, the energy density of batteries has increased fivefold. Unfortunately, the security aspect of the industry is often not ranked first. This results in accidents in almost all battery applications, for example, the battery fire of the Boeing 787 Dreamliner. BATSO tested and certified batteries can be even safer than some Ni-Mhd batteries. Nevertheless, they must be declared as dangerous goods class 9. An exemption for BATSO tested and certified batteries would be of immediate benefit for manufacturers, retailers and consumers."
